Section 508 Policy

This act states that the U.S. Access Board is responsible for developing Information and Communication Technology (ICT) accessibility standards to incorporate into regulations that govern federal procurement practices.

Section 508 also requires that

Individuals with disabilities, who are members of the public seeking information or services from a Federal agency, have access to and use of information and data that is comparable to that provided to the public who are not individuals with disabilities, unless an undue burden would be imposed on the agency.

Software Applications

When software is designed to run on a system that has a keyboard, product functions shall be executable from a keyboard.Applications shall not override user selected contrast and color selections and other display attributesNo flashing or blinking between 2-55 Hz

Technical Standards of

Web-Based Applications

Web pages shall be designed so that all information conveyed with color is also available without colorMarkup shall be used to associate data cells and header cells for data tables that have two or more logical levels of row or column headers.A method shall be provided that permits users to skip repetitive navigation links.When a timed response is required, the user shall be alerted and given sufficient time to indicate more time is required.

Rehabilitation Act 1973In 1998, Congress amended the act to require Federal agencies to make their EIT accessible to people with disabilities.

ICT StandardsIn 2017 the AC finalized the accessibility requirements to cover section 508 and 225 of the communications act.
