Concepts in Planning Process

There is important to educate and train individual on how to take risks of emergency disasters. Phasing in planning process is very effective as because a county will meet the proposed responsibilities by following the four phases (Dynes, 2008). If the county will not follow the phases it may end up missing its responsibility. The phases give direction on how the planning process should be organized and there will be provision of significant preparedness. A city or county will remain vigilant to its responsibilities if it follows all the phases for planning process.

Each branch in operation planning has its roles and responsibilities which help to sequence the planning to be effective. Hazards are addressed whereby the affected areas which need immediate mitigation are discussed. There is identification of shared responsibilities and who has tactical response (Perry, 2009). The branches in planning concepts are important because there is evaluation of responsibilities and describe all the information common to all operations in planning process. Branches are therefore in cooperated to gain flexibility and give change in missions whereby if not included operations would leave force poorly positions for current opportunities.

Communication and maintenance are important in this section as they allow revision of the plan that has been set to check whether it is of great importance. Planning horizon helps the planners of any hazard to focus on the functions they have set and distribution of responsibilities for effective operation ( Pery, 2009). It also helps to asses and approves the plans for better distribution of funds to meet each step in preparation of any hazard. Forward and reverse planning helps in execution, preparation and continuous assessment of any operation. This operation gives direction for the intended plan and guides the subordinates as they progress through each plan of the phasing stages of operation.

The scope and complexity of planning horizons makes a difference between the tactical planning and operational planning. Tactical planning has a shorter planning horizon but the clarity of purpose is the same to that of operational planning (Dynes, 2008) Operational planning gives attention to developing plans for campaigns while tactical planning gives emphasis on flexibility and options. They both complement each other but they differ on their aims. Tactical has a sound branches and work in limited time. Operational art links the strategy objectives with tactical operations. The demutualization of challenges in any organization should prove in achieving strategic plans( Perry, 2009)

In conclusion, implementation process is very important in any organization or any plan. This is to put in practice what has been planned. Implementation of the concepts in planning process provides tools for carrying out the decided plan. Implementation of the instructions is done by every organization ready for disaster plan which provides agencies which detailed instructions on how to carry out the plan. The EMA makes sure that all the records are kept and the plan exercised where all the instructions are followed. The plan is also activated once in a year and responses are listened to in order to make remedy to the plan.
