In South Carolina, the development of policing considered the community involvement. The major catalyst for community policing and involvement was to control neighborhood crimes, police leadership, church concerns and also other crime problems. A comprehensive community program was the best way into developing criminal justice policy in South Carolina which was also invited by the Federal Government to curb criminal rimes in the state. Police officers were assigned to live in each and every criminal targeted neighborhood. The police officers had a duty to mobilize and encourage the neighbors to be part of the policing through active participation in reducing crimes and other issues related to crimes (Sumner, Department, & Fund, 2016). Due to community cooperation, there emerged different community policies which included domestic violent programs, community-based programs and other related programs for community safety. Community involvement led to strong policing among the police department.

Factors which influenced the development of different policy programs in Carolina include the community participation, different crimes like violence, teenage pregnancies, robbery, politics and education levels. Community participation enabled the policy officers with information concerning different crimes and other problem which in turn this information helped the state to implement different departments to deal with identified problems (Barlow, & Barlow, 2018). Community safety and teen’s pregnancies, education and domestic violence were major crimes to be focused on at first. For community policing to be effective, there must be a broad atmosphere for community, city and the policy to work together. In addition, resources available also determined the type of department to be implemented in response to community policing.

In conclusion, community policing in South Caroline was mainly based on the participation between the police and the community. This was effective and led to creation of different departments for the benefit of the community, city and the State at large.
