Introduction

Health Care organizations are equipped with experienced leaders who has specialized occupations that possess technological skills to support the development of the organization. The Information Technology team helps to build an efficient leadership hierarchy that is technology oriented and business savvy. IT leadership translates the organization’s business vision into reality, then commission their work correspondingly. Fundamental characteristics and responsibilities of key leaders must be comprehensively defined within the organization to re-design and re-engineer application implementations (“IT Management,” Computerweekly.com).

Fundamental responsibilities and key characteristics of the Chief Information Officer (CIO) and Chief Technology Officer (CTO) within health care organizations.

The Chief Information Officer’s role is to bring innovation, revenue generation, transformation, information management, marketing development and managed health information to the organization. The CIO is constantly emphasizing the organization’s business priorities, encourages transformational thinking, helps to develop technological strategies to enhance IT performances, uses technology as a platform to sustain outcomes and achieve values, and make change happen. CIO’s are visionaries who works collaboratively with senior management to help determine how technology best serves the organization to help with customer interaction, partnerships, IT confidence and community networking (Higginson, David, 2018). A quality CIO leads with integrity, is focused, a good communicator and consultor with thinking embedded in the organization’s initiatives. CIO’s spend a good bulk of their times with their businesses, understanding the details and other aspects of their businesses whether through operations, clinical or business components. CIO’s must shape the organization’s leadership strategies and secure qualified project managers that will execute projects in a timely manner to unveil the strength of the team.

The Chief Technology Officer (CTO) is responsible for the implementation and organization of the company’s technological architecture. This role consists of essential technology principles such as defining an operating system, networking capabilities and ensuring technical infrastructures are up to date with new features. The CTO also assures that the foundation which builds the system is solid, they are strategical thinkers, well-versed in technological trends and business concepts. They are also responsible for providing sound leadership to communicate the organization and stakeholders’ best practices that the company’s technological resources are being used responsibly. They also track new technologies as soon as they appear on the market and identify those appropriate for the organization, investigates certain useful features while making sure they are up to standard.

Both the CIO and CTO utilizes their expertise to assist stakeholders and employees by knowing technological trends which helps to build strategy, business planning and development, and the analysis and research of technological advancements. Both can perform dual roles, alternating either between the CTO or CIO responsibilities according to the organization’s needs. They are able to help the organization reach its objectives such as its strategic planning role and the technological focused role. Both oversees the company’s infrastructures such as security maintenance, networking, data protection and acts as a liaison between customer and business by helping to deliver an IT based market (Wagner, K., Lee, F, Glaser, J. 2018). Both are innovative and competitive, keeping abreast of cloud technology and data analytics. Vendor management and technology helps to develop relationships between the organization and their partners, thus the CTO and CIO are constantly seeking new business initiatives to highlight the organization’s associated benefits, including work delegation and developing successful IT Leadership. Developing Healthcare Technologies

A developing healthcare technology that can be used to improve health, increase quality of life while lowering costs is the Minimally Invasive Robotic Surgery that assist surgeons with surgery through nominal intrusive laparoscopic procedures. Instruments are more précised, vision is enhanced through cameras allowing surgeons to have more control of the operation under the most challenging circumstances. Benefits from this type of technique includes shorter recovery time, less trauma, small incisions and faster healing process. The benefits allow surgeons the capabilities to perform complex and conventional surgeries with precision, flexibility and control, resulting in less trauma than traditional surgeries. Surgeons also have the advantage of a three-dimensional view inside the body during surgery, and this visualization helps them to target the anatomy, stops hand tremors and reduces body movements. The results are less blood loss, less scarring and pain, smaller risk of infection, shorter hospital stay and recovery and improved outcomes (Orlando Health 2019).

Robotics assisted surgery works by utilizing technology that guides the surgeon’s hands’ movements and is interpreted into smaller detailed movements inside the patient’s body. The high definition three-dimensional imagery targets the specific location inside the patient’s body, and with camera-aided view, the surgeon begins the procedure with precise expertise. These surgeries are done by highly-trained teams with elevated concentration of meticulous excellence regarding patient outcomes. Robotics helps to defray the expenses of multi-million-dollar machines and even though they increase operating room time, operating expenses, structural upgrades, marketing, staff training among others, these costs are reduced through downstream expenses such as employment, hospital stay and medical expenses (Jayne D, Pigazzi A, Marshall H, et al. 2017).

Another development in healthcare technology that has improved health and reduced costs are the use of Electronic Health Records database. EHR’s are innovative and continues to evolve as technology increase, assisting in most healthcare processes from data monitoring, lab test results to self-care implementations. According to Beckers Hospital, by 2013, about eighty percent of hospitals have incorporated Meaningful Use and EHR’s into their organizations and have replaced systems and conventional monitoring methods through integration of user-friendly accessible devices such as smart phones and tablets. EHR’s are used in the centralization and efficiency of patient care, including the integration of data into a single platform system, a more structured efficient care for patients (Beckers Hospital, 2018). Mobile devices allow providers and patients to freely access and send information with consistency and at any time convenient to them.

EHR’s telehealth costs are reduced because they reduce time for both employees and employers, eliminating the need to travel to multiple locations for results. Physicians and patients can consult with each other through interactive online chats, easily access information, help patient to make educated decisions about their care and become active participants. In addition to increasing access and convenience, EHR portal technology is a source of liberation and responsibility for patients. It allows patient to ally for their care putting them in power at their convenience. EHR’s improves data accuracy and makes it easier for facilities to save money by reducing office supplies and eliminating the need for bulky storage systems. EHR saves in medical facility costs and unnecessary expenditures for patients as they travel back and forth to various providers for consultation (McCarthy, Kevin 2017).

Training Providers in Healthcare Technology.

In order to help clinicians work more effectively and efficiently, healthcare technology helps to improve their services and provides the best possible care. Training is crucial and a big part of technology application which support the daily activities of the organization. Provider training helps to increase patient safety, reduce costs, improve quality, improve clinical outcomes and patient care. Training also helps providers to effectively use EHR database and how to use templates that improve physician satisfaction. Training helps users to focus on gaining the necessary proficiency and functionality to adopt to new workflows, helps providers to manage patient data, manage and resolve problems as they arise, diagnose problems, prioritize, manage medications, discontinue drugs with ease, reorder prescriptions, change dosage, have easy access to data, make searching easier and manage other clinical proceedings (BMC Health Services).

Strategy for training would include a blended format of demonstrations, lectures, hands-on activities, efficiency tools and a professional team with advanced EHR abilities and skills. Users would be asked to meet the organization’s goals such as timely responses, same day response to messages, short-cut tools, best practice advisories and the avoidance of duplicate materials. Technological training would include reference guides and IT support system to increase workflow efficiency. Informal and formal training programs would address specific areas and topics including SWOT Analysis of strengths and weaknesses, the company’s strategic positioning, their external situation, variances and how to analyze and forecast outcomes. Training plans would comprise of the organization’s vision, mission, objectives and plan of action to ensure strategic planning and development (BMC Medical Education, 2018).

Best Practices for Effective IT Alignment and Strategic Planning Initiatives

No two plans are created equal and the organization’s unique needs should reflect what they offer. Technological impact acknowledges the changes in IT representation and helps to provide a strategy that represents the daily operation of the company. Effective IT alignment specifically enhances the administrative, physical and infrastructure of the organization to ensure excellence. Three best practices for effective IT alignment are:

  • IT. Governance. This is the official framework of the organization because it ensures IT best practices supports the company’s business objectives because of laws and regulations. IT governance aligns business strategy with IT strategy, making sure organizations are following governing regulations and protecting shareholders, customers and stakeholder’s information including financial accountability (University of Oregon, 2018).
  • Resource Leverage. This means making most of the company’s limited financial resources in the smartest and most efficient ways possible.
