Information systems can be defined as the hardware and software systems used by particular organizations or people to filter,create,collect, and in the processes of data distribution.However,there are some practices that are known and have been put up to deal with the information systems to give a good foundation to them. This will help in the improvement of technology in the coming years which will really help in running organizations or even small businesses with the need of computer use. Some of these disciplines include; information security, strategic planning, management Information technology investment and enterprise architecture (Fitzsimmons, 2013).

That an agency should also show how information technology has helped to improve their efficiency, the services they offer, their effectiveness and program productivity. That an agency should benchmark on the ways of information technology management from both the private and the public sector basing on the quality of output, the costs, speed and productivity. All this laws of the information technology that were to be implemented in the different organizations to help improve the outcome of the businesses and also to make them presentable as it needs to fit the modern society hence improving their filing system (Earl, 1989).
However, there are many changes that will arise in the process of information technology management. To be effective the organization will have to; construct a foundation by looking into the agencies authorities, membership, roles, their policies and operations. By speculating their chief sponsors, their requirements which will be boosted by the information technology and their customers. They can also build their foundation by examining projects against the expectations of the schedule, cost and all benefits and risk they may get. Above all they should create awareness of the benefits of a well-disciplined process of management (Earl, 1989).
Another thing that should be done by the agency is that they should ensure they improve the process. This can be done by managing and putting into analysis the replacing of their assets and information technology investment with valuable successors. Measuring their general performance at that time and the future. Very importantly, an organization should leverage information technology better productivity by learning other businesses’ best practices and put them into implementation, use information technology to change process work which in other ways exposes the organization helping it to achieve its mission and thirdly, making decisions to make information technology management valuable (Fitzsimmons, 2013).
Furthermore, information technology management is subjected to risks called in information security risks. Since most agencies depend majorly on electronic data to carry out their aims, high security is necessary to protect data from being tampered with, disclosure of some information, fraud and disrupt of important information. FISMA 2002 Act, provides security for organizations. However it was stated that agencies should; renew, maintain and construct an inventory of huge information yearly. Secondly, measure and evaluate the importance of security systems for instance the procedures, policies, and practices basing on the risk frequency annually. Thirdly they should be planning on how their operations are going to continue for their information systems and their resources. This is by ensuring they are working. They should assess the impact of the harm in case of a risk which may be cause by disruption, unauthorized access, use, destruction or the mode of their information systems (Fitzsimmons, 2013).
Agencies should come up with policies based on the risks to help reduce the security risks that any information can incur through its cycle in the program.in addition; they should train personnel, contractors and other information users by providing security awareness to them hence supporting the resources of the agency. They should have their own ways of reporting, detecting and giving feedback things that arise due to security and how they can solve them before much damage occurs, by maybe consulting the information security center plus some officials (Fitzsimmons, 2013).

Simple things like establishing a proper filing system of records in an organization to give easy retrieval of information, or just having a standardized way of managing their information which fits the international level because it really changes the performance of the business (Earl, 1989). It is very critical and fundamental because it displays the organization of the business and therefore gives room for total progress and improvement. Therefore this practices that have been passed should be implemented to boost the development agencies.
