Part 1: Agenda Comparison Grid

Use this Agenda Comparison Grid to document information about the population health/healthcare issue your selected and the presidential agendas. By completing this grid, you will develop a more in depth understanding of your selected issue and how you might position it politically based on the presidential agendas.

You will use the information in the Part 1: Agenda Comparison Grid to complete the remaining Part 2 and Part 3 of your Assignment.

Identify the Population Health concern you selected. The Population Health concern I chose was opioid crisis and overdose in the United States.
Describe the Population Health concern you selected and the factors that contribute to it. According to the National Institute on Drug Abuse more than 130 people in the Unites States die from opioids. This crisis affects people from all walks of life. The economic burden is over $78 billion a year due to treatment, healthcare, costs due to criminal involvement and addiction treatment. (NIH, 2019). According to The Centers for Disease Control and Prevention, the crisis began to emerge in the 1990’s. This began with over prescribing, which led to abuse and addiction. This has resulted in the current opioid crisis. (CDC, 2018)

Describe the administrative agenda focus related to this issue for the current and two previous presidents. The Trump administrations’ agenda focus is on stricter laws to crack down on drug traffickers and to Join forces with the presidents of other countries to stop the trafficking of drugs leaving other countries to come into the United States. The administration focuses on stronger border control to keep drugs out of the country and stricter laws to prevent opioid abuse. The administration is also focused on getting to the route of the problem by treating those with addiction. (WhiteHouse.gov) The Obama administrations’ agenda focused on creating programs such as prescription drug monitoring, drug take-back events set up at local police stations and pharmacies in the community. The Obama administration also focused on treatment for the individual addicted to drugs. (WhiteHouse.gov) The Bush administrations’ agenda focused on stopping drug abuse before it starts, healing drug users and disrupting the market. (WhiteHouse.gov)
Identify the allocations of financial and other resources that the current and two previous presidents dedicated to this issue. In October 2019, an additional $13 million has been allocated to help law enforcement through several new initiatives to respond to the drug crisis. An additional $1.6 million has been allocated in 12 states across 13 counties with high drug abuse activity. (WhiteHouse.gov)An outline of the proposals released from the White Trump’s budget will also seek $21 billion to put toward infrastructure spending and $23 billion toward border security, including his infamous border wall. (WhiteHouse.gov) Obama’s budget for fiscal year 2016 includes a total of $27.6 billion (a 4.7% increase from the year prior) to support the administration’s drug control strategy, which places a focus on prevention and treatment instead of a “moral failing.” The Bush administration allocated $19.2 billion in 2003 for drug control. The allocation for this was $2.3 billion to help secure our borders. $3.8 billion was allocated for drug treatment. $10 million was used to fund the Drug-Free Communities Support Program. Explain how each of the presidential administrations approached the issue. The Administration partnered with the Truth Initiative and Ad Council to educate youth about opioid misuse though an ad campaign that led to 1.4 billion total views.The Trump Administration is committed to supporting our neighbors, friends, and family members who are struggling with addiction.The administration has stepped up stricter border control. Stricter indictments through the justice department have been enforced for drug dealers.The President implemented a Safer Prescribing Plan that will cut opioid prescription fills by one-third within three years. The administration is supporting research for a vaccine to prevent opioid addiction.(WhiteHouse.gov) The administration made it a requirement to offer health benefits to cover substance abuse and put into place the availability of naloxone, the overdose treatment. Enforcement efforts include targeting the illegal opioid supply chain, thwarting doctor-shopping attempts, and having clinical experts and other stakeholders in place to develop guidelines on prescribing opioids for chronic pain.  The guidelines will be used to help improve the way opioids are prescribed and help providers offer safer, more effective chronic pain treatment, while reducing opioid misuse, abuse and overdose.(WhiteHouse.gov) The Bush administration focused on getting people into treatment. This was a focus on “compassionate Coercion” which begins with family and friends. The focus was on prevention and seeking help for the addict along with using the criminal justice system as a deterrent for getting people into programs. The administration focused on confrontation to heal the addict. Guidance was sought from family, friends, the workplace and places of worship.(WhiteHouse.gov)

The United States Drug Enforcement Agency (DEA) is the agency that would be responsible for controlling illegal mass quantities of opioids coming into the United States (DEA.gov, n.d.) The Obama administration noted that mental health issues were a contributing factor in the opioid crisis is. The agency that would be responsible for addressing the crisis would be the Substance Abuse and Mental Health Services Administration. This administration would educate individuals on prevention and treatment options (SAMHSA.gov, 2019). The opioid crisis was beginning to be recognized as a concern during the Bush administration years. The administration was focusing on prevention. The agency that would be effective in addressing this issue would be the Substance Abuse and Mental Health Services Administration. Once a public health issue is identified, a proposal on how to effectively deal with the concern is brought up to a public representative. This proposal is then brought up to the Senate for review to be voted on.
