Max Weber, was a German social scientist and he developed the characteristics of bureaucracy. The three types of authority that Weber describes are, traditional it is where others follow rules from the leader because they are the ones that oversee the rules being made. The second type of authority is charismatic, which are someone that is working under the leader. The third ideal type is legal- rational it is the belief of the legitimacy of the rules and the leaders being able to carry out the rules. (Stillman R. (2010) But he not only had the ideas about the bureaucracy, he also had ideals about other things such as political, social thought, historical and economic. (Stillman R. 2010) In addition, the purpose of discretion is for the leader to decide on how they want others to pursue something the way that it is supposed to be done. Weber, also believed that in politics is what makes us all consider as human. Because as humans we do things such as dream aspire to do certain things and it is also human to be impatience, to fail, or to lose hope in certain things. (Cuéllar, M. 2017)

I do believe that in Public Administration the department should always have guidelines and restrictions and be able to make good judgment on the way that they may handle situations of any of their workers. In addition, if they must make the discharge public I believe that the information should always be told with discretion and on the need to know basis to the public. But in some issues, may just require disciplinary action. Some of the advantages of this decision of this scenario would be that it works in a lot of today modern societies. An example is that the police discretion was discovered in 1960 by social scientists to make it work for police departments. Because before this policing was just focus on things such as issues staffing, administrative problems, and very little on police work. But this all change in the 60’ s and they

began to focus more on the law in action. “The results showed that discretion is not aberrational; rather criminal justice actors, including police exercise it at all levels of criminal justice organizations.” (Beckett, K. (2016)

Because of the Administrative discretion it has represented on the way that a job is supposed to be done and if it is not done correctly than problems can occur if you are not following policies. There is also some disadvantage that have occurred because of the war on drugs that happen in the 1980’s where a lot of blacks were arrested because of the war on drugs. The arrest rate in the United States quadrupled during that time from the arrest of drug dealers, while the arrest rate for the whites were a lot more modestly during that time. (Beckett, K. (2016)

In Administrative discretion is acknowledge by public administrators, as being the biggest disagreement on what type of laws and policies that should be implemented. Administrative discretion, that is applied in such a fashion shows that discretionary public administrative decision making will have to modify all pertinent rules in boundaries that are specified of most laws and policies, this can help in improving positive discretion among public administrators. (Stillman R. (2010)
