Police and Civilian Budget Preparation

Police departments should train sworn police officers in order to complete financial reports and prepare budgets (Raymond, 2009). There are a number of reasons as to why the police departments should train the sworn police officer and not civilians.

One of the reason is that when sworn police are trained to do that work that entails budgeting and preparing financial reports, this enhances secrecy in the police departments. This ensures that in the police departments, secrets are maintained when the sworn police are trained to do that work compared to when the civilians are hired. Civilians may see what happens in the police department and try to let out the secret of the tactics they use to solve crime reports to the public.

The other advantage that is realized when the sworn police are trained to prepare the budgets and the financial reports is that, it broadens the scope of police officers thinking. The police officers get more training on budgeting whereby their skills are increased. They get more knowledge about how budgets and financial reports are prepared. Therefore they get equipped to new skills alongside the skills that they had and since become more knowledgeable, this enables them to make perfection in their work (Carolyn, 2015).

Training the already sworn police officers is time saving. This is because the shortest time possible is taken by the police officers to adapt to the new changes in the new field compared to when civilians are hired. Civilians may take a longer period to adapt to the new environment which may seem to be a strange field because at times people take police department to be one of the challenging department.

To train the already sworn police is cost effective and therefore minimize the expenses that would have been incurred if civilians were hired. The police department may set a requirement that every police officer should have knowledge in budgeting and preparing financial reports and therefore set it as a course that every police officer should have a certificate in. By putting that course in the police curriculum, this ensures that every police officer has those requirements and skills that are needed in preparing budgets. Therefore this cuts down the expenses that could be incurred if civilians were hired.

If sworn in police are trained to make budgets this is an added advantage because they have a prior knowledge in what they would need. It is a good idea to give them that work because they know what they need better than when a civilian is hired. The officers are in a position to make a good budget because they know their needs and requirements and therefore won’t encounter any challenges (Charles, 2011).

Therefore I support that police departments should train sworn police officers to complete financial reports and prepare budgets because the civilians do not have enough knowledge of policing to properly prepare good budgets addressing policing needs although they might be having proper degrees in that field.

The sworn officers can fulfill this task without proper degrees if they are given good training although they won’t do it perfectly like the civilians with degrees would have. Although the sworn officers would do it well because of the various reasons we have seen, the civilians would too be good if hired because this would reduce workload on police officers. It will be a challenge to the police officers to perform two duties at the same time and therefore an officer may be forced to give too much concentration in one field and abandon the other.

Hiring civilians will too create job opportunities to those civilians who have good education and do not have jobs (Farooq, 2016). A civilian will put concentration to his or her field of specialization and therefore bring out the best because the more they keep on working, the more innovative they become. Also in managerial affairs, citizens tend to view civilians as fair and neutral when it comes to decision making. In addition to this, when we observe simple economics and research, this justifies that civilians are widely spread and therefore employing them would be cheaper as compared to employing the sworn officers because sworn officers may ask for a high pay since they have more years of experience in police department and may also look at things like the retirement and demand for a high pay.

Therefore my stand is that, it is better to train sworn police officers in order to complete financial reports and prepare budgets.
