The McAllen example depicted a system where the delivery health care was intended to raise profit and not provide quality care to the patients. The doctors in McAllen assumed that in health care activity was more important than value. Therefore they only responded to activities in the health care sector that gave rewards for activity and not value. For example, doctors that had more visits from patients, the more salary they earned. This procedure s showed that the motives for health care delvery was profits.

The McAllen exampe also explains a lot about financing, the general practice of medicine and the HCO and the ownership of health care organizations. The example explained that despite some areas such as McAllen being high cost areas in terms of expenditure the quality of services offered are still the same as those in the low cost areas. Therefore this calls for the need to lower the cost of the high cost areas like McAllen. The example alos explains more about HCO ownership and operations. McAllen depicts that different HCO are created for different purposes thus some are profi making organisations while some are non profit organisations.
