The Human Resources department have the important task of creating a structure within the employee’s work environment that is conducive for employees to maximize their performance and encourage positive attitudes in the work environment. The primary function of the human resources department is to support the management team on how to strategically manage the employees and collaborate to develop necessary training for the employee as well as the long-term plans for the growth and development of the organization. Other areas that fall under the responsibilities’ of the human resource department are planning, staffing, employee development and retention of the employees.

The mapping below represents the basic HR characteristics and responsibilities.

Recruitment

As a prospective employee, the first point of contact with a company is generally through the Human Resource department. This area of HR is crucial to an organization because the HR department represents the avenue by which applicants are interviewed and screened in order to find the most qualified and capable individual for the various positions. Two of the most common job titles in this area of HR is the Hiring Manager and the Recruitment Specialist.

Training and Development

Another very important area of HR is training and development. Training provides an opportunity to expand the skill set of all employees. Training not only prepares the individual for the given position but ongoing training helps them to stay abreast of evolving knowledge and information related to their particular position. Development is a tool by which the employer provides to help guide the employee towards their career goals within the organization. Professional development it also a way to motive and keep the employees on track for their career development as they increase their value to the organization. It improves employee performance, structures consistency and employee satisfaction. One job title within training and development is the Training Specialist. The Training Specialist is important in assisting the Human Resource department with all their training.

Job Descriptions

Job Title: Hiring Manager

Department: Human Resources

Reports to: Human Resources Director

Job Scope:

The Hiring Manager is to supervise the candidate selection process and conducts preliminary interviews after the candidate selection. The Hiring Manager is also to identify the hiring needs and develops the position description of what job scope is included in the job. Developing and implements recruitment plan, application process, organizational chart and other recruitment related documents are included. Checking all the reference and background checks for potential candidates are required and deliver the final approval of the hiring process.

Job Requirements:

BS/BA in Human Resources or related field

Master’s Degree or a Professional certification (SHRM)

Minimum of 5 years’ experience working in HR with a solid background in talent acquisition and recruitment

Knowledgeable of the variations of each state’s labor law

Essential Functions:

Ensures all new hire necessary information are collected after the recruitment process.

Ensure job requisitions are approved in a timely manner and screen qualified candidates for the positions.

Creates and maintains employee personnel files which include active and terminated files to ensure timely and accurate record keeping.

Keep the corporate shared Human Resource drive up to date.

General office support duties include making copies, faxing documents and scheduling meetings and various events for each of the department.

Provide counsel to deliver HR solutions that enable a high-performance culture to supports the Company’s positive working environment and business objectives.

Stay abreast of the ever changes that occurs in wages and salaries, employee benefits and overall human resource policies.

Implement necessary management and line supervision rules and policies, handle employee complaints.

Capable of multi-tasking and meeting deadlines.

Requires proficiency in Microsoft Office applications.

Job Title: Recruitment Specialist

  • Strong working knowledge of Windows/Mac operating system-experience.
  • Capable of multi-tasking and meeting tight deadlines.
  • Able to function in a fast-paced environment with tight and changing deadlines

Department: Human Resources

Reports to: HR Director

Job Scope:

The role of the Recruitment Specialist is to lead all aspects of recruiting and play a main role in the company’s talent acquisition strategy. Planning along with the Human Resource Director and Hiring Manager to refine recruiting processes and staffing reports. A good communication skill is needed in order to improve the overall communication system in the organization.

Job Requirement:

BS/BA in Human resources or related field

Master’s degree or professional certification (SHRM), not required but preferred

Minimum of 5 years’ experience working in HR with a solid background in talent acquisition and recruitment

Knowledgeable of the variations of each state’s labor law

Essential Functions:

Responsible for attracting top talent candidate and managing the recurring function as all of this is related to workforce planning, full-cycle recruitment, candidate pipeline management, intern program and Human Resource operational efficiency specific to hire.

Collaborate with business departments such as the Finance and sales department to develop, communicate and implement effective recruiting strategy while does not violate the company’s policy.

Develop a strategy for candidate pipeline development and sourcing by utilizing all the resources that are available for the company to improve the employees.

Manage applicant tracking system with related data and reports.

Pro-actively identify trends in the current market and proposed recommended solutions to the company.

Build a culture of performance, results and positive employee relations.

Implement infrastructure and system to drive organizational effectiveness.

Able to establish and implement short-term and long-term strategies to aid the business growth.

Strong oral, written and interpersonal communication skills.

Proven skills to build and manage relationships, collaborate, influence and negotiate across all levels within the organization.

Proficient in project management skills and ability to handle multiple projects together.

Mastered in managing applicant tracking systems.

Possess strong analytical skills and ability to work with metrics.

Job Title: Training Specialist

Department: Human Resources

Reports to: HR Director

Job Scope:

The Training Specialist will schedule staff training on a month to month basis if necessary to make sure all that employee’s skills are up to date. The Training Specialist should also be able to conduct the new hire orientation and training on knowledge, skills, and procedures for all departments. Must communicate with all the department supervisors to ensure policies and procedures are kept current for training materials.

Job Requirements:

BS/BA or equivalent experience required

Minimum of 5 years of relevant work experience working in training

Certification in sales training, corporate training or a related field is a plus

Essential Functions:

Conduct necessary in field training and support for new staff as well as the current staff.

Able to provide coordination to all aspects of company-wide training programs such as scheduling, reserving conference rooms, preparing material, and tracking participation of the employees of each training.

Set up a database to track staffing training participation and completion of requirements.

Regular update lessons plan to ensure content is accurate and up to date.

Develop the budget for the training expenses for the employees each month.

Update the company what necessary training is needed for all the employees on a monthly basis so that every employee will be able to meet the criteria of the government.
