New Jersey of human department is an agency responsible for the care and protection of those children and people having emotional disturbances. New Jersey provides support to those people and children with behavioral needs from the society and their families. New Jersey has got a fundamental purpose of ensuring that the children and all the youths attain their potential goals in life through emotional and behavioral support. They are also responsible in ensuring that the ties between the families, communities and children are strengthened. The department of New Jersey has developed new agenda of ensuring that their principles and values of protecting the children and families is their vision. This has been made effective through the increment of revenue and ensuring that there is control of the growth to meet the population needs. The department has also ensured that there is maximum participation from the community and families (Aiken & Hage, 2008).

There is also community based management responsible for organizing and identifying the need in the community. After identification, this organization purchases the needed tools and provides services to those individual or children in much need. Organizational structure is well established with other collaborative organizations to ensure that the planning and child management system is effective. The organization has ensured that the services provided to the children are family friendly and also family focused (Daft & Lengel, 2009). The family and children needs are culturally defined whereby the community is really influenced. Today the organization is being operated by the state wide contracted administration which ensures that the children’s needs are catered for and all the supporting systems are installed. Public administration is also involved in the management and resource allocation in New Jersey of human services. They provide conditions for the prosperity of this agency and for the betterment of the community.

Assessment of the organizational design

Those families with less complicated needs should be designed for as single service provider to ensure quick services are provided to the clients. Those children with complex needs should be catered by multiple facilities whereby they should be directed from one step to another. The organization should work closely with both the child and the family to develop a plan for treatment. The care provider should work hand in hand with the community based management in order to identify those people with complex needs. After identification, there should be a family organization which will work with the care providers to ensure that treatment plans are made (Daft & Lengel, 2009).The organization should also work with the information management system to ensure that the details are well secured. Information management system is able to organize, coordinate and distribute the information which is necessary in management of the children. The information management system is also used in distributing information to all the clinical services important for the treatment plans. Financial services are provided by the state and other federal services to ensure that the needs of the children are catered (Daft & Lengel, 2009).

Evaluation of planning and implementation

The major factor affecting the New Jersey organization is change. Many employees and the customers are reluctant to change. Many individuals resist changes which have been done to adapt to the new reforms within the organization. There is need to understand all the things which exist between the organization and the workers in order to implement change in an organization. Policy making within the organization is very important which should involve the management team and the workers. This should be done in order to correct the expectations, fears and concerns focusing on the change within the organization. In addition, budgeting is another factor affecting planning, decision making and implementation in New Jersey organization. Lack of adequate finance to cater for all the needs of the society is becoming an issue in New Jersey organization. The state and other federal state should therefore come in to help cater for the financial crisis within the organization (Aiken & Hage, 2008).

There are various possible causes affecting the impending implementation of future policies which may include poor infrastructure. Many of the future implementation plans have not been put into practice because the government has had a failure to finance public health sectors. Funding of infrastructure should be seen as important need as it should respond to emergency needs. Governmental and nongovernmental agencies have been limited to respond to this call of funding infrastructure. In addition, there is a challenge of the new advancing technology which is affecting not only the New Jersey of human services but also all the public health sectors throughout the world. There is great need to address the need of the gaps existing in the competency and data management systems within the local laboratories. New Jersey of human services is continuously facing the challenge of expertise and capacity whereby the government should come in to respond to these threats. The health departments should therefore seek solutions of establishing and implementing legislation in order to strengthen a health policy (Eisenhardt, 2010).

Recommendations for planning and implementation

There are carefully defined plans which could be used to improve the planning and implementation in New Jersey of human services. There should be specific adopted principles which should be followed not only to achieve the present goal of the organization but also future organizational plans. The principles should be accompanied by excellent intelligent which will give excellent output. There should be an effective communication strategy that should be focused on ensuring that there is effective communication between the care providers, family and the community at large. The communication strategy should focus on improving the implementation, planning and decision making of the organization enabling future changes. Strategy analysis is also very important whereby it provides the threats which might be affecting the organization. Strategy analysis also provides an insight to future innovations. In addition, community integration should be a main strategy used by the New Jersey of human services. They should focus on housing of the people and maximizing the care given to the community. The strategic plan should focus on the wellbeing of the customers and there support to their families (Daft & Lengel, 2009).

Additionally, there is need for identification of effective programs to support the organizational management. It is also important to select excellent future leaders who have skills in decision making. This will be of much help to the organizational planning and implementation of the developmental plans. It is also important to create decision matrix which will help explore all the possible effective decisions. The matrix will include a column for the options for decision making and the factors which might influence the decisions. T-chart is also inclusive in decision making whereby it shows additional and subtractions within the decision making. Statistical analysis is included in the decision tree. Decision tree is a diagram which contemplates options and weighs them in making decisions. There is need to understand that mistakes do occur in decision making and every leader should try as much as possible to overcome these mistakes in all levels (Snow et al. 2008).
