To develop and maintain learning cultures, there are certain key concepts that need to be followed which include: Proper use of data in management of accountability and assessment process that foster the development of cultures of learning, Organizational support required in order to enhance the whole learning process and the decision’s they make which are essential in the growth and development of learning as a culture.

Data is a collection of facts from which valuable information can be drawn, this is the keynote to decision making. Data is expected to give insight about the cause and affect factors (inferential statistics). The following are some of the ways through which data is used in making decisions in a regulatory environment: Creation of strategies, to recuperate the chances of administering a culture of learning; when new policies and practices are put into place in order to perfect the whole learning experience, chances is that the culture of learning through the observation of patterns and behaviors of the learners can be very significant towards fostering the development of cultures of learning.

Identification of different trends that might help shape the future of learning; as administrators, one has to have an open mind that would help in thinking about the forthcoming years and how learning developments in our current state may help us figure out what can be expected of in the future.Comparison of performance standards; this can help in gauging whether or not there have been any impact differences over time and from this, legislative and regulatory policies can be put in place in order to salvage and develop new learning cultures.

Assessment and crediting is vital when it comes to the whole learning experience, in organizations and institutions. Assessment helps in the provision of credible , consistent and reliable information about learning cultures and there long term effects, the following are some principles that guide assessment and in turn crediting of students: It should be valid, Reliable and consistent, Inclusive and equitable, Should be timely in order to provide feedback which can help in improvement of areas where one went wrong and promote the learning experience, formative-short term and summative-long term evaluation programs, the information about assessment should also unambiguous in that it relates directly to program design , aims and learning objectives.

Organizational supports crucial for the advancement and conservation of a culture of learning can be done through: formalization of learning and creation of development plans, getting feedback via constant evaluation by giving learner’s summative and formative assessment tests, acknowledgement and rewards also helps boost individuals towards learning cultures as they strive to be great at what they do.

Developing a learning culture is very important since it helps keep the spirit of competition alive, helps develop a culture of inquiry and sharing thereby enhancing learner’s abilities to change.
